Digital and analogue civic participation, AI-supported participation platforms and over 80 completed projects in municipalities, towns and communities — this is the participation domain of the Integrata Foundation and its subsidiary Human IT Service GmbH.
AI-supported civic participation online and offline — developed jointly by the Integrata Foundation and HIT.
Expertise and operational support for municipalities, towns and communities — on-site and digital.
Digital participation is not an end in itself. It is the means to give more people a genuine voice in the decisions that shape their lives — from urban development to climate policy.
The Integrata Foundation sees digital participation as the heart of humane technology use: technology that does not rationalise or accelerate, but genuinely enables more democracy.
Our experience from over 80 projects shows: genuine participation does not succeed by simply setting up a platform. It succeeds through methodological diversity, professional process facilitation — and the use of AI where it strengthens dialogue rather than replacing it.
In doing so, we combine three strengths: the ethical grounding of the foundation, the technological development of the Politaktiv platform and the operational experience of HIT Civic Engagement.
Multi-channel participation — online, on-site and hybrid — reaches far more citizens than traditional formats alone.
Digital platforms make lines of argument visible, document contributions transparently and increase trust in democratic processes.
Argument mining and hate-speech detection help keep dialogue constructive and surface relevant contributions — without replacing human moderation.
We accompany processes from conception to evaluation — building competencies in municipalities that have a lasting effect.
Politaktiv is the online participation platform operated and developed jointly by the Integrata Foundation and HIT. Municipalities can use it free of charge — HIT provides all services around its deployment.
Politaktiv was developed to enable civic participation across several channels simultaneously — digital and on-site, easily accessible, technologically up to date.
Citizen contributions are automatically structured into pro and con arguments — for clearer discussions.
AI detects destructive or inappropriate contributions early and supports human moderation.
Collect ideas, vote, comment — asynchronously and location-independently, on any device.
All contributions and results documented transparently and traceably — for municipalities and citizens.
Good participation chooses the format according to the goal — not the other way around. That is why we work with three complementary approaches that we combine depending on the situation.
The digital participation platform Politaktiv enables asynchronous, location-independent participation — around the clock, for all population groups.
Future workshops, open space, stakeholder workshops, citizen assemblies — professionally designed, moderated and documented by the HIT team.
The best of both worlds: online and offline methods are combined synergistically — for maximum reach and depth of dialogue.

HIT Civic Engagement is the business division of Human IT Service GmbH that provides all operational services around digital and analogue civic participation.
As a subsidiary of the Integrata Foundation, HIT Civic Engagement combines the foundation’s ethical grounding with hands-on operational expertise. We advise and support municipalities, inter-municipal institutions and private organisations in conducting fact-oriented dialogue processes.
Our approach: methodological diversity, professional moderation and the consistent use of the Politaktiv platform — combined with personal on-site presence where it matters most.
Civic participation is not an isolated project — it is one of the five central goals of the Integrata Foundation and closely interlinks with the other areas.
The EU AI Act, generative AI, algorithmic decision systems — all of this changes who holds influence in our society. Digital participation is the foundation’s answer: technology not for the concentration of power, but for democratic empowerment.
